SYRACUSE – Central New Yorkers struggling with mental health problems or homelessness now have a new place to call home: Star Park Apartments near Syracuse’s Westside. Local and state officials, developers and Helio Health representatives gathered on August 27 to celebrate the completion of Star Park Apartments, which have 50 apartments with on-site support services.

<p>Star Park Apartments is part of New York State’s $ 20 billion five-year plan that aims to tackle homelessness and improve access to stable housing by building or building “more than 100,000 affordable apartments and 6,000 supporting services will be preserved “. The state provided $ 10.8 million in permanent tax-exempt bonds and $ 7.2 million in grants from NYS Homes and Community Renewal (HCR). The NYS Office of Mental Health (OMH) also helped fund the project.</p>
<p>While the apartments were completed over a year ago, the COVID-19 pandemic delayed the severing of the ribbon for the complex on State Fair Boulevard. Star Park comprises 40 one-bedroom units and 10 two-bedroom apartments. Thirty units are reserved for people with a history of homelessness.</p>
<p>“There is such an unmet need,” said Mike Newman of CSD Housing, which has partnered with nonprofits in NYS to develop other affordable and supportive housing units.</p>
<p>“We saw many of our nonprofit partners tell us that recovery is possible. We see it every day, ”said Newman. “Housing like this helps people recover and they have a place to call home. It takes a lot of stress out of their lives. “</p>
<p>OMH’s Suzanne Cook echoed Newman’s feelings.</p>
<p>“Safe and stable living is the basis on which recovery is built. It provides a safety net, peace of mind and a secure platform for personal growth, ”said Cook. “When you no longer have to worry about where to rest your head at night, you can focus on building a more hopeful future.”</p>
<p>Cook said the on-site Star Park Apartments’ mental health services offered by Helio Health ensure people stay “housed and healthy”. Tenants also have access to education and employment support services, and the energy-efficient complex is within walking distance of a grocery store, library, places of worship, and public transportation.</p>
<p>Star Park renters must meet income requirements, pass a background check, and have a valid diagnosis of Severe and Persistent Mental Illness (SPMI) with disability as per OMH criteria.</p>
<p>Development for Star Park began in 2016 with Central New York Services, Inc. under the direction of Executive Director John Warren. CNY Services merged with Helio Health and Insight House from Utica in January 2021.</p>

<p>The newly sworn governor Kathy Hochul addressed the Star Park Apartments project in a statement dated August 27th.</p>
<p>“Supportive housing is a critical part of our efforts to reduce homelessness and ensure that all New Yorkers have access to a safe, affordable place to call home,” said Hochul. “Star Park Apartments provides its tenants with the stable, supportive environment they need to live independently while addressing the underlying causes of their housing insecurity. These developments, like many others in Central New York and across the state, reaffirm our commitment to bringing affordable housing to all New Yorkers. “</p>
