Become a New York State Fellow and earn $85,000 while you train; Here’s who qualifies

New York State announced that it has opened applications for the Class of 2023 Empire State Fellows, a prestigious program that attracts exceptional and diverse talent from the state and across the country to serve in senior positions in government.

Since the program began 11 years ago, graduates of the program have entered senior positions, including Deputy Commissioners, Assistant Secretaries and Chiefs of Staff in all state agencies.

“For 11 years, some of the best and brightest New Yorkers who want to make a difference in their communities through a career in public service have participated in the Empire State Fellows Program,” said Gov. Kathy Hochul. “Now we look forward to welcoming the next class of diverse and accomplished Fellows to state government in what has been a transformative experience for so many. I encourage anyone who dreams of making a positive difference in the lives of New Yorkers to apply and join the ranks of our future leaders.”

The Empire State Fellows program is a full-time leadership training program that prepares the next generation of talented professionals for careers as policymakers in New York State. Candidates are selected based on their academic and professional experience, demonstrated leadership potential, and commitment to public service.

Here are the qualifications for the application.

  • Possess professionalism, such as creativity and strong leadership potential; analytical and judgmental skills, strong interpersonal and communication skills, and more.
  • At least five (5) years of full-time professional experience with proven leadership skills. Leadership experience is an advantage. Applicants can come from all professional groups.
  • An advanced university degree (masters, JD, PhD or equivalent) is desirable, but a candidate with only a bachelor’s degree may be considered if he/she has significant work experience. Applicants can come from all scientific disciplines.
  • Applicants must be eligible to work for New York State without employer sponsorship.
  • Candidates must be available for work in Albany, New York during the two-year program.
  • Current employees of the New York State Executive and Legislature are not eligible for the Empire State Fellows Program.

The incoming class will serve from September 2024 to September 2025 and will receive an annual salary of $85,000 and a generous benefits package. At the end of the fellowship, a performance appraisal process will identify fellows who will be given the opportunity to continue serving as leaders in state government after the program is completed.

The Office of the Governor will appoint each Fellow to work directly with a commissioner, deputy commissioner, or other senior policy-maker at a state agency or agency, or in the Executive Chamber. Work assignments offer grantees unparalleled experiences of working with senior officials and participating in the policy-making process.

Grantees will also participate in educational and professional development programs to help them serve as effective and ethical government leaders. The educational component begins with an orientation course in September and coursework continues semi-monthly. Professional development activities include a mentoring program and regular meetings with cabinet members and other government officials.

Applicants must use the online application form to apply. A complete application includes:

  • Professional Resume or Resume
  • Personal statement explaining your interest in the Empire State Fellows Program and why you should be selected (no more than two pages)
  • Two letters of recommendation directly attesting to your leadership skills and professional preparation for the program (a link will be provided to you to share with your referrers once you have submitted your online application. Letters of recommendation must be received by April 11th or submitted within one week of submitting your online application).

Your CV and letter of motivation must be uploaded to the online application before submission. All application documents must be received by April 3, 2023, 11:59 p.m. According to the federal state, late or incomplete applications will not be considered.
